Donna Patrick

The presentation addresses the history of language policy and policy-making in Canada through an examination the Royal Commission on Bilingualism and Biculturalism (1963-1969) and the 1982 Canadian Constitution and subsequent legal developments. Drawing on 2021 census data, the current linguistic landscape will be examined, focusing on immigrant and Indigenous languages and official (French and English) bilingualism in Canada and Quebec. Also, recent developments in the Official Languages Act (1969/1988/2023) and the Indigenous Language Act (2019) will be discussed as they pertain to shifting Canadian demographics.

Donna Patrick is Professor in the Department of Sociology and Anthropology at Carleton University in Ottawa. She has worked with Inuit and on Inuit languages for over thirty years, and since 2003 has worked on a number of participatory research projects with Inuit in Ottawa and Montreal. Her research has involved such topics as Indigenous and minority language policy and politics, language rights and practices, Indigenous language education, teaching and learning, critical literacies, and social semiotics.
