The active support for democratic political systems and pro-democracy civil and political activists around the world has been an inherent characteristic of US and EU foreign policies in the last three decades. However, the failure to implement a functioning democratic government in Iraq after the US intervention in 2003, coupled with new governments across Western liberal democratic states that have been deemphasizing solidarity with societies struggling for human rights and democratic governance, have caused the democracy promotion agenda to abate. The lecture will explore the current shifts in policy practice of democracy promotion with a reflection of past developments. In addition, the talk aims to explore the very meaning of "democracy" in democracy assistance practice.
